An exam-focused summary of the key press releases issued by PIB on 4 November 2026. On this day the Union Cabinet took several major decisions related to energy storage, critical minerals, statistics and the justice system.
1. Rs 14,500 crore VGF Scheme for 92 GWh Grid-Scale Energy Storage (Union Cabinet)
The Cabinet approved the Viability Gap Funding (VGF) Scheme for development of Grid-Scale Energy Storage Systems (ESS) for FY 2026-27 to 2030-31.
Total 92 GWh capacity: 60 GWh Pumped Storage (PSP), 30 GWh Battery Energy Storage (BESS) and 2 GWh emerging storage technologies; estimated total investment Rs 97,600 crore.
It will add new capacity equal to about 170% of present grid-scale storage capacity and help meet the requirement of 411 GWh by 2031-32.
Capacity will be allocated through tariff-based competitive bidding; a minimum 40% Domestic Content Requirement (DCR) is mandatory for BESS projects.
For the exam: VGF is capital support that makes economically justified but financially weak projects viable. In pumped storage, water is pumped to an upper reservoir during low demand and used to generate electricity during high demand.
2. Rs 2,814 crore Capex Support Scheme for Lithium and Nickel Processing (Union Cabinet)
The “Capex Support Scheme to Promote Critical Mineral Processing” was approved with an outlay of Rs 2,814 crore for 2026-27 to 2030-31.
A 30% capital subsidy on eligible investment for four plants: two lithium (minimum 30 kt each) and two nickel (minimum 50 kt each); cobalt is also expected to be recovered as a by-product of nickel production.
Maximum support: Rs 500 crore per lithium beneficiary and Rs 900 crore per nickel beneficiary; selection in two stages (technical qualification, then financial bidding for the lowest support sought).
Aim: reduce import dependence and build domestic value chains for electric mobility, BESS, electronics, defence and speciality steel.
For the exam: The Ministry of Mines released a list of 30 critical minerals in 2023. Lithium, nickel and cobalt are key components of lithium-ion batteries.
